Daniel Wicharz criticizes the visit of Minister Steinmeier in Sokhumi saying that the de facto leaders in Abchasia have no legal basis to negotiate with Germany and that the German Minister should rather speak to the authorities responsible in Tbilisi only. Wicharz also reminds the German Minister and Vice Chancellor Frank Walter Steinmeier of the Hallstein doctrine ( http://en.wikipedia.org/wiki/Hallstein_Doctrine ) which used to be an important guideline for the German foreign policy when Germany was split into parts like Georgia nowadays.
